公民黨就《2017年應課稅品(修訂)條例草案》的意見書

2000年政府根據《應課稅品規例》實施了酒牌制度，訂明禁止18歲以下人士在領有酒牌的酒吧或食肆等「處所」飲酒，但制度有漏洞，只對「處所」內飲酒作規限。換句話說，未成年人士即只要不在「處所」內飲酒，如在買酒後在餐廳外或商店外等「非處所內」飲酒，是無任何監管的。

雖然，現時各零售商店如超級市場、便利店等已透過自行制定的守則，不會向未成年人士賣酒。但由於只為自律性質，就算賣酒予未成年人士亦無任何罰則可言，亦無任何規管，法例上確實存在必需修補的漏洞。
