公民黨就《2018年旅館業(修訂)條例草案》的意見書

公民黨同意《2018年旅館業(修訂)條例草案》所作出的修訂，源於2013年發生的致命火警，引起大眾關心有關條例的漏洞，認為在審批牌照申請時應考慮相關的公契或地契問題。

奈何此修訂於4年前進行諮詢，隨著科技發展快速，4年後的今天已經有各種網上住宿平台，為全球社會帶來新的商業模式。然而，在是次修訂修例並沒有正視網上住宿平台的問題。

公民黨相信科技發展會為傳統行業帶來不少衝擊，政府的角色應該是平衡各方利益，達致雙贏甚至三贏方案，才能做到特首口中所講的拆牆鬆綁。

公民黨建議政府能參外國的經驗，將私營住宿納入規管。例如為出租日數設上限，甚至要求經營者為房客提供保險，改建客房設施提供消防警報系統及緊急照明等，保障旅客及鄰居安全。
