公民黨就《6條主要離島渡輪航線：下一個3年牌照期(2017-2020年)的特別協助措施》提交的意見書
目前，全港共有14條離島渡輪航線，當中有6條為主要航線（中環—長洲、渡水渡、中環—梅窩、中環—坪洲、中環—榕樹灣、中環—索罟灣），由兩間渡輪營辦商即新世界第一渡輪服務有限公司（下稱新渡輪），及港九小輪控股有限公司（下稱港九小輪）營運。政府於2011年開始為六條航線提供特別協助措施，三年一檢，配合為期三年的渡輪服務牌照。政府建議於下一個三年牌照期撥4.1億元，減輕票價的加幅。由於現行的機制未能製造誘因，誘使船公司提升其服務質素，因此公民黨建議政府研究為協助措施引入懲罰機制，藉以改善服務質素。
