公民黨就「受家庭暴力影響兒童的權利」意見書

聯合國《兒童權利公約》訂明的「兒童四權」當中包括「受保護權」，指的是每一名兒童有權免受任何形式的虐待、疏忽照顧和剝削。香港在處理家庭暴力的問題上，不乏相關架構，如防止虐待兒童委員會、關注暴力工作小組，家庭議會，婦女事務委員會等，可惜他們都皆各自為政，各有自己的議題，致未能達至成效。公民黨認為，當局需要首先釐清虐兒的定義，且從中擴大保護範圍，再者，加強求助及舉報方式，同時亦增加支援服務，務求全面保障兒童的「受保護權」。
