公民黨就「就少數族裔人士的貧窮問題」的意見書

目前香港的少數族裔人口數目（在撇除外傭後）約有十五萬人，當中包括：東南亞、南亞、東亞及其他外籍人士。南亞裔人士更是最大族群亦是少數族裔人口中最貧窮的一群。根據2015年政府公佈的《香港少數族裔人士貧窮情況報告》，巴基斯坦、印尼及泰國人的貧窮率較其他少數族群明顯較高，當中又以有兒童的住戶其貧窮風險則更高。

香港素以世界城市自居，但現時政府對居於香港的少數族裔之主要政策，僅止於促進種族平等，確保公眾有平等機會獲得公共服務，卻沒有一個統一和整合的多元文化政策(Multiculturalism Policy)配合，來幫助本身已落後於起跑綫上的少數族裔及其下一代融入主流社會，令他們無法向上移動，更遑論脫貧。

公民黨認為，少數族裔的貧窮問題影響他們以下幾方面的生活質素，而這些生活質素所受的影響，則只會加劇他們的貧窮問題，情況令人憂慮。
