公民黨就「檢討空氣質素」意見書

本港平均懸浮粒子水平超出世界衞生組織指引的四倍。1994年有13天屬於能見度差，到2004年增至53天，53%污染嚴重的日子是受本地污染源所造成。有專家表示，如果香港達到世衞空氣質素指引的標準，香港人可避免680萬次求診、64,000天住院、1,600人提前死亡，及13至20億元的醫療開支和直接醫療損失。因此，改善空氣質素不止是一個治理污染的問題，也關乎香港人的健康和社會的醫療開支。
