公民黨就「為受政府發展項目相關清拆行動影響的業務經營者而設的特惠津貼安排」意見書
面對香港土地資源匱乏，香港政府以「棕地優先」的方式發展用地是責無旁貸。
橫洲發展可見，政府最終向特權階級下跪，決定繼續研究橫洲的棕地發展，選擇向綠化帶及非原居民下手。公民黨認為，政府放棄「先棕後綠」的土地發展方式並不公義。政府強調以洪水橋作為發展棕地的試點，訂立全面的棕土政策，故此不得再迴避與鄉紳們的正面交鋒。即使在元朗區議會中的鄉紳們大力反對，公民黨要求政府必須挺直腰板，在新發展區，包括：洪水橋新發展區、元朗南等以「棕地優先」的方式發展用地。另一方面，政府應該全面收回棕地，並訂立棕地政策，整合棕地作業，既可免卻環境與社會為棕地作業而付出的額外成本，亦可為物流業提供一條合理出路。
