公民黨就「為少數族裔人士提供的就業支援服務」的意見書
根據2011年人口普查數據，居於香港的少數族裔人口佔全港人口的6.4%，撇除外籍家庭傭工後，少數族裔人口以南亞裔人士為多數，約佔六萬人，當中又以印度、巴基斯坦和尼泊爾人為主。大部份少數族裔都是常住居民，然而他們一直處於弱勢，在生活各方面都得不到足夠的支援，難以融入社會。2014年政府發表的〈香港少數族裔人士貧窮情況報告〉就指出，南亞裔少數族裔的貧窮率達22.6%，是眾多少數族裔中最高，情況令人憂慮。促進少數族裔的就業有助使他們擺脫貧困，然而，少數族裔在求職時或工作時都遇到不少困難，公民黨認為，少數族裔的中文能力是他們在求職就業所面對的最大困難。
