公民黨就「為照顧者提供的支援和津貼」意見書

「他們是照顧者，是家庭的天使。」這是一份廣告，言簡而意真。可惜，我們的政府對這些天使，對他們的付出，視為應然的事，令照顧者的工作，不被尊重。

長者及殘疾人士院舍不足，是多年來政府政策不願投放資源的緣故，所以長者至少要輪候36個月才可以入住安老院舍，殘疾人士更要輪候7年之久才能入住照顧的院舍。另外，由於政府的監管不力，私人的安老院或殘疾人士的院舍，無論硬件或軟件的配套，都不符合署方的準則，而且不時出現長者或殘疾人士被虐待的個案，令家人不願意接受入住私院的安排。要留在社區之內，但社區支援的服務，又嚴重不足，令留在社區又不能入住院舍的弱老或殘疾人士，不得不依賴家人的照顧。
