公民黨就「精神健康檢討」提交意見書

上月政府終於公布「精神健康檢討報告」。報告中提到，根據世界衛生組織的資料，全球的兒童和青少年當中，有10%-20%患有精神病，而其他地區的患病率亦相約。就此，按2016年香港共有約161萬名24歲以下的人口，即本港有可能潛在約16.1萬兒童及青少年，受精神問題困擾。另一方面，醫管局兒童及青少年精神科的個案，由2011至12年的18,900宗、急速上升至2015至16年度的28,000宗，增幅超過五成。接受治療的個案與潛在問題個案差距極大，情況令人關注。加上近年不斷有學童接二連三自殺的事件。2015年，在死因裁判官的報告中，自殺的學生總共有9名。若以年齡計算，有22名10至19歲的自殺個案；2016年，粗略統計報紙報導，涉及學生的自殺個案約有37宗；而2017年至4月底，則已有18宗。
