公民黨就「香港活家禽的未來路向研究」意見書

香港「民以食為天」，雞隻是不少市民的主要糧食之一，而食用新鮮宰割的活家禽亦是香港人的飲食習慣。然而，20年前本港出現首宗人類感染H1N1的病毒個案後，本港發現有家禽甚至人類感染禽流感的個案時有發生。

公民黨認為，討論香港活家禽的未來路向時，市民健康是首要考慮的因素。是否能夠有效防疫是制定活家禽政策時的首要條件。我們明白，社會對不同的方案有不同的意見，包括長遠以中央屠宰的方式處理活家禽。當然，我們亦都要考慮到家禽從業者的營運空間以及市民的生活習慣的不會受到嚴重的影響。

公民黨同意，沒有任何一個機制是可以做「禽流感零風險零感染」。在平衡上述3個考慮因素，而達到最具防疫效果的活家禽政策，公民黨提出建議。
