公民黨就制定新的《香港康復計劃方案》提交之意見書

自2007年《香港康復計劃方案》（下稱《方案》）制定以來，社會大眾期待政府對各項類別傷健人士的關注和支援有所改善。比起《方案》最早提出時所側重的肢體及器官傷殘，現《方案》已涵蓋十項殘疾類別，包括注意力不足／過度活躍症、自閉症、聽障、智障、肢體傷殘、精神病、特殊學習困難、言語障礙、器官殘障和視障。

可是，雖然《方案》對精神及智力障礙着墨更多，唯仍缺乏針對各類別人士的具體政策，令政策空有理念，卻忽略以上類別人士實質需要。尤其傷健人士在日常生活中仍時刻面對諸多問題，與聯合國《殘疾人權利公約》（下稱《公約》）所提倡「促進、保護和確保所有殘疾人充分和平等地享有一切人權和基本自由，並促進對殘疾人固有尊嚴的尊重」的目標仍有相當距離。

公民黨期望新的《方案》可以更切實地協助傷健人士以及其家屬或照顧者解決日常生活、職場、社交，以及社會支援的需要，並提高社會大眾對傷健人士及其所面對困難的認識。
