公民黨就在「低收入在職家庭津貼」實施前，為「學校書簿津貼計劃」下獲全額津貼的學生提供一次過特別津貼
特區政府於2011 年成立關愛基金，當時的目標是透過基金開展針對恆常社會福利政策未能觸及的群體和範疇的項目，以向更多有需要的群體提供經濟支援。按照當時的政策計劃，政府當局會因應關愛基金不同項目的運作效果，考慮把部份項目恆常化，由社會福利的經常性開支支付。
最近扶貧委員會提出兩項建議，一是連續第三年動用關愛基金為非公屋居民、非綜援受助人、非長者、非業主的所謂「N 無人士」提供現金津貼，另一是向獲全額書簿津貼的非綜援家庭提供現金津貼，作為低收入家庭津貼計劃未落實時的過渡安排。本意見書將就上述兩項建議闡述公民黨的意見。
