意見書

公民黨就院舍照顧券的意見書

生、老、病、死本是人生必然的過程，可惜，隨著香港人口老齡化及結構性貧窮問題，個人根本沒有辦法解決退休及安老問題，政府便得承擔這責任。其實長者院舍宿位不足的問題，猶來已久，因為政府一直不肯興建政府津貼的安老院舍，以致輪候長者宿位的人數不斷增加。按照社會福利署的統計數字，截至2014年12月，有超過31,000位長者正在輪候護理院舍，他們平均都要等候3年或以上的時間；亦因為符合輪候資格的長者，都是年老及虛弱的長者，因此，每年平均約有5,000位長者在輪候宿位期間去世，可惜的是政府當局就算掌握這些數字，亦多番表示明白長者對住宿服務有迫切性，但就提出未來3年新增1,500個護理院舍宿位的措施，根本就是杯水車薪，明顯是政策理念歸理念，實際工作又是另一回事。
