公民黨電力市場未來發展公眾諮詢意見書
整份諮詢有一個重大缺失，就是繼續拖延電力市場改革，永遠停留在諮詢階段，令電力市場發展原地踏步，等於保護中電及港燈的壟斷地位。雖然諮詢文件宣稱歡迎各方意見，但當局沒有對電力市場進行改革，其他措施只屬小修小補，我們對環境局口惠而實不至表示失望。
早於2008年，當局與中電及港燈更新《利潤管制協議》，已提出2018年能否對電力供應框架引入改變，包括電力市場是否準備就緒，但當局根據沒有推展任何實際工作。
而事實上，由於香港電力市場只有兩個經營者，以維港為界，各自壟斷一方，新投資者根本無緣置啄；另外，新投資者加入電力市場的投資門檻很高，而且回本期長，屬於自然壟斷。如果政府不主動推出措施，降低進入電力市場的門檻，市場永遠都不能準備就緒，繼續由中電及港燈兩大企業壟斷市場，兩電亦沒有任何誘因給予新投資者任何發展空間。
