就立法會福利事務委員會於2009年於2月25日會議提交有關2008《殘疾人士院舍實務守則》擬稿意見書

對於殘疾人士院舍多年來一直不受牌照管制，政府在服務質素規管上的鬆懈，以致殘疾院舍；尤其是私營之院舍服務質素極為參差，公民黨表示非常遺憾。在上屆立法會福利事務委員會及各方努力下，政府終於在2006年3月21日福利事務委員會會議上，承諾推行發牌規管此等院舍。但卻先推行私院自願登記計劃，以提昇私院服務質素為名，鼓勵有機會符合發牌水平的私院先行登記。結果，用了差不多三年時間，在已知的45間私院中，只有26間願意登記，但因大部份條件太差，至08年年底，只有6間獲准登記。過程浪費了不少時間，亦証明自願登記計劃根本不能徹底改善私院質素。

現時為發牌草擬的＜殘疾人士院舍實務守則＞(2008年12月30日)，是根據2002年 3月版本所修訂的，在很多方面不但沒有進步，反而有所倒退。以下是公民黨對於＜殘疾人士院舍實務守則＞2008年修訂版本的意見：
