有關香港國際機場興建第三條跑道項目的環評報告公民黨意見書

諮詢程序
機管局在本年6月19日就興建香港國際機場第三條跑道項目的環評報告展開為期30天的公眾查閱期，環評報告內容廣泛而複雜，涉及空氣、噪音、海洋生態及健康風險等眾多範疇。我們認為，一般市民難於在數十天內全面了解該等技術層面甚廣和專有名詞眾多的內容，因此，30天查閱期顯然不足。惟機管局並無延長諮詢期，諮詢誠意令人懷疑。

需求及應付能力
本港機場一直是世界航空樞紐，客運量由1998年新落成時的2,860萬人次，增至2013年5,990萬人次，為本港帶來直接及間接的經濟貢獻。面對區內競爭，我們須小心研究興建第三條跑道的長遠效益和成本。
