締造可持續及開放的電力市場

現時，電力政策由經濟發展及勞工局負責。我們認為，當局須以整全角度處理電力問題，包括環境影響，也有需要制訂綜合的能源政策。故此，我們建議盡早成立獨立的能源管理局，為規管開放競爭的電力市場作好準備。
