青年公民回應「制定小販政策的原則及建議措施」意見書

就制定小販政策的原則及建議措施的相關事宜，青年公民認為，可以大致有以下數點。

香港政府的政策思維一向都引人詬病，其政策制定十分官僚，為保持市容，不惜減少小販數目，從而剝奪市民理應擁有的社區經濟發展方式。可惜的是政府繼續官僚僵化，引進一些缺乏香港特色的小販政策，忽視香港人對小販政策的真正訴求。

政府曾經指出，當局不再簽發小販牌照，是因為市民的購物習慣不斷改變，而源自其他零售點的競爭也日趨激烈，以致持牌小販的數目逐漸減少。市民的購物習慣不是改變，而是被改變，政府嚴控小販政策，試問市民又如何不得不改變自己的購物習慣？所以青年公民認為這絕對是倒果為因的政策思維，香港市民的購物習慣不是改變，而是被改變，促請政府正視問題。
