青年公民就為有吸毒問題的學生提供的康復服務之意見書
青年公民十分關注青年人的吸毒問題。過去幾年被呈報吸毒的年青人顯著上升，尤其是學生及二十一歲以下的人在三年內上升了50%。二十一歲以下的年青人對戒毒服務的需求不斷上升。在濫藥者輔導中心2008年的數據中，二十一歲以下的求助個比2007年上升了27% 。而入住戒毒中心或康復機構的新入住的年青人亦增加了34%。政府在來年倉猝推行校園驗毒計劃很可能令戒毒服務的需求進一步上升，政府應立即著手制訂政策及妥善安排曾吸毒學生的康復服務，否則就會產生決心不足，見步行步的訊息。
