香港「綠色新經濟」行動綱領

2008年終，全球面對多項危機，包括金融海嘯引致的經濟衰退、食物及燃油價格不斷攀升。聯合國環境規劃署因此發表了有關全球綠色新經濟的報告i，目標為透過創造就業去振興經濟，亦同時針對碳化物過分倚賴，並減少對生態系統和天然資源的損耗。

「綠色新經濟」一詞源自1930年代美國羅斯福總統針對大蕭條而提出的新經濟主張，而公民黨提出的「綠色新經濟」同樣針對經濟衰退，但進一步主張建立可持續、低碳及循環的經濟。世界觀察研究所指，創造綠色職業可防止氣候變化、保護環境、確保就業及公平待遇。

綠色新經濟方案須解決氣候變化、能源不穩、淡水短缺、生態惡化及貧窮加劇的迫切威脅。透過減低對碳的依賴和保護天然資產，我們就能以可持續發展的方法復興經濟。

各國政府須以多種公共投資、行業誘因及經濟政策迎接眼前挑戰。振興經濟的可行性亦視乎各國刺激經濟方案的資金分配。然而，這些方案不能只解決短視的經濟困局，長遠而言還得確立新經濟模式，促進全球可持續發展、發展綠色經濟。
