公民黨要求成立動物警察

近日報章新聞頻頻有動物被殘酷虐待的消息：繼本月19日的男童以冷血凶殘的手法虐殺巴西龜事件被放上網後；今天（21日）亦有馬騮山猴子被人斬手或淋鏹水至面容潰爛及腦部外露的報導，事件令人心寒！
