2014 施政報告暨2014/15 財政預算案意見書

香港已經步入危急存亡之秋。當權者在拆毀行之有效的制度，制度崩壞，不能防止當權者濫權作惡。回歸十六年，由董建華到梁振英，特區政府的管治質素每況愈下，特首的個人操守和能力更「一蟹不如一蟹」。

拂逆主流民意是梁振英為政的「特色」，在免費電視發牌事件中更加暴露無遺：不發牌予香港電視，剝奪市民選擇權，違反商業運作原則， 背離自由經濟原則，扼殺創意產業的發展；行政長官會同行政會議作出決定後不向申請人及公眾作出解釋，違反程序公義，是破壞法治精神；立法會提出引用《立法會(權力及特權)條例》的動議，中聯辦介入游說議員反對議案，公然違反《基本法》，是令「一國兩制」蕩然無存。

與此同時，立法會大部份建制派議員為維護行政機關，放棄履行《基本法》所賦予監察行政機關的職能，任由政府為所欲為。凡此種種， 皆在顯示行政長官及立法會的選舉制度不單止無法選出稱職的政治人物，更令香港陷於無法管治的地步，亟需改革。

未來一年，是香港政制走向民主還是專政的分水嶺，更是香港社會步入沉淪還是復興的轉捩點。因此，特區政府必須在政改的工作中充分尊重民意，提出最合乎國際標準及《基本法》框架的民主普選方案， 讓香港政制邁向真正的民主，從而令香港社會重拾反彈的升軌。
