政府財政預算案的作用是配合政府的施政大計，並因應政治和經濟形勢的變化而作出應對。然而 ，行政長官曾蔭權囿於「看守政府 」的心態，很多關乎香港長遠發展的問題，今年《施政報告 》都沒有觸及。因此，明年政府財政預算案的一大挑戰，在於 糾正有關想法，為香港的長遠發展奠下堅實的基礎。

自1998年起 ，政府綜合帳目連續多年錄得赤字。2002年，「 檢討公共財政專責小組」發表報告，指公共財政出現結構性問題，而主 要徵結在於過份倚重房地產有關的收入，及政府開支欠缺彈性 。自此 ，消滅財赤成為預算案的基調。

同年 ，前財政司司長梁錦松在財政預算案提出，在2006/07年度，公共財政的三項目標：綜合帳目恢復收支平衡；經營帳目恢復收支平衡；及將公共開支佔經濟的比重控制在20%或以下。他又提出，政府只須預留相等於十二個月開支左右的儲備，以應付日常和應急需要。

事隔數年，政府已達致當年提出的目標：早於2004/05年度 ，公共開支佔本地生產總值的比例已降至低於20%；由2005/06年度開始，經營及綜合帳目達致收支平衡；政府經營開支亦減至2,000億元以下。
