2008/09 施政報告建議

在過去一屆立法會，公民黨目睹在不健全的政制之下，政府施政接二連三出現重大缺失，令市民大失所望。而通脹肆虐，加劇貧富差距；城市居住環境日益惡化，經濟政策失衡，競爭力倒退。我們實在不能置身事外，在新一屆的立法會，08－09的施政年度伊始，公民黨向行政長官提出以下政策綱領及目標：
（一）改革不健全政制，承認功能界別與普選不能共存，承諾採取步驟取消功能界別議席；
（二）痛改「親疏有別」，檢討聘請及委任方針制度，包括高官退休審批機制；
（三）杜絕官商官勾結、利益輸送，推動公平及開放競爭，及早制訂公平競爭法；
（四）對抗通脹加劇貧富懸殊的社會失衡，今年內立法訂立最低工資、改善老人福利、重新制訂醫療服務計劃及提升教育機會；
（五）堅決執行環境保育，配合目光遠大的城市規劃制度，使香港居民無分階級及國際人士在香港均能享受舒快健康的生活環境。
（六）加強及擴充法律援助，確保市民實際上能享受他們受到法律保障的權利。
為此，公民黨提出一系列的具體政策措施建議。
