在香港市民的堅持和努力下，近年香港的經濟不但從谷底復甦，而且朝著良好的勢頭發展。然而在謳歌經濟繁榮的同時，社會和民生問題的警號一直沒有停止。香港作為一個已發展的先進城市，在推動經濟繼續發展的同時，亦需要照顧社會上的弱勢社群。外界預計今年政府擁有可觀的收入和盈餘，香港特區政府作為社會資源的再分配者，政府實在有責任和能力去立即著手解決社會上存在的問題。

在這個原則之下，公民黨主張以一筆過的優惠，如退還部份薪俸稅、寬減差餉、設立醫療保險免稅等，以及在公共資源運用上，作出結構性的調整，如檢討綜援金額、社福界的一筆過撥款等，務求令社會各階層分享經濟增長的成果，使政府有足夠的資源，繼續推動經濟發展，迎接未來挑戰。
