意見書4

每個以此為家的人均應有公平的機會，奮力實現個人理想。 我們深信，發展經濟的目的，不在於盲目追求增長，而是持續改善社羣的生活質素。 我們深信，只有公平及公正的社會，才可真正和諧穩定。 我們深信，公共資源必須得到保護，以供我們世世代代的居民享用。 我們深信，文明社會必須充分照顧弱勢社羣，尊重每個人的尊嚴和價值，及珍惜社會上不同的聲音。

這樣的社會，必然是建基於法治、人權，以及經由民主選舉產生的政府； 我們的政府必須真正得到廣大民眾的支持，以公民社會為夥伴，反映社會的意願和共識，並恪守憲制規定與精神。 我們深信，每個以香港為家的人，都應盡公民義務，為建造一個公平公義的社會付出努力。

根深蒂固的特權及積習日深的官僚主義，令社會發展停滯不前，自由企業的精神處處受縛； 我們深信，特區政府的權力來自人民，實應行使這些權力，為人民破除這些障礙和壟斷。 只有這樣，貧富懸殊方有望縮窄，弱勢社羣方能得到所需的關懷照顧，多勞者方能多得，年青一代方能充滿希望與信心面對將來。
