消息指財政司司長正準備為《財政預算案》「補漏拾遺」。為年齡介乎18至65歲、月入低於1.55萬元，而又沒有申領任何政府津貼的市民，派錢2千元。

而在日前，本港發生一宗涉及外祖母與患有過度活躍的孫兒間所發生的倫常慘劇。事件再次令人關注本港對精神病患者支援不足的問題，特別是兒童及青少年精神科患者的篩檢、治療及對家屬的支援。他們需要的是醫療及社會的支援，而一次性的派錢明顯無助扭轉以上的悲劇，亦無法為基層市民帶來任何實質的改善。

現時，兒童無論在檢測及治療，均需長時間的輪候。政府表示兒童體能智力測驗服務61%可以在6個月內完成評估，但事實上不少個案的輪候期均在9個月或以上。評估後若要接受精神科服務，又要再作長時間輪候，以今次慘劇的婆孫居住的新界東為例，兒童及青少年精神科新症最長的輪候時間可達166個星期，即超過3年。換句話說，由排期接受評估到得到精神科醫生診治，最長達四年或以上。需知道對精神病患者，特別是兒童及青少年而言，每分每秒的治療時間，均是寶貴的。無論排期三年後症狀是否可以立即得到治癒，但等候的四年所帶來的影響，對成長中兒童而言，將會影響其一生。
就此，公民黨立法會議員郭家麒和工黨立法會議員張超雄，建議政府直接撥款10億元，改善有精神健康服務需要的兒童及家庭，面對長時間輪候的困境。

精神康復缺支援 融入社會極困難

香港的精神健康問題十分嚴重。根據醫管局的數字，在本港七百萬人口中，去年需要接受精神科服務的病者超過十八萬。但香港政府對精神科的問題並不重視，特別是病人康復或離院後的支援，更是極為不足。

就此，公民黨郭家麒議員今天與兩位精神病康復者：阿強及阿豪，一同召開記者招待會，會上兩位康復者現身說法，講述求職、就業時遇見的困難，同時並要求政府推出措施，支援精神病康復者就業。

協助就業
精神病康復者離院後，最重要的無疑是重新融入社會。而工作對於他們而言，必定是一個重要的復康過程。投入一份工作，除了可以令他們肯定自我價值、及擴闊自我的生活圈子外，更能令康復者過上有尊嚴的生活。
